Collegewide Staff Council Meeting
Osceola
Campus
May
8, 2003
Minutes
Present: Joanna Branham (WPC), Tonya Bulat
(WEC), Donna Haskins (OSC), Debi Jakubcin (EAC), Carol Janz
(WEC), Jeff Kurtz (DTC), Patty Nicholas (DTC), Lorraine Whipple
(Co-Chair)
Absent: Catherine Cutlip (WPC), Deborah
Donohue (OSC), Becky Hopkins (WPC)
Lorraine
Whipple distributed an updated list of the Staff Council representatives on
each collegewide council and committee.
The importance of keeping an accurate history of Staff Council
involvement was stressed. It was noted
that at least one person on the list was promoted to a Professional position as
a result of the Student Services Redesign; therefore, the list needs to be
reviewed for others who may no longer be Career Staff employees.
Lorraine
also distributed a draft survey form she proposed each representative on the
councils or committees be asked to complete on an annual basis. Since they are representing the Staff
Council, it is important they feel their involvement is valuable and that there
is some accountability in place. Council
members agreed that the survey would be of value, and a suggestion was made to
preprint the name of the council/committee on the surveys prior to sending them
out for those representatives who serve on more than one group. If the representative has not attended
meetings, a decision will have to be made whether or not to replace the
representative. Lorraine suggested that
campus councils might want to invite one or two representatives from the
various committees from their respective campuses to report at council meetings
each month to enhance their involvement and accountability.
College
Planning Council Report
_ Carol Janz reported that the
members of the College Planning Council (CPC) were pleased with the results of
the SACS reaffirmation visit.
_ Strategic Budget Initiatives,
reviewed and ranked by the Budget and Financial Advisory Group, were submitted
and discussed. Due to some uncertainty
during the review of the Strategic Budget Initiatives, three initiatives were
returned to the originators to be submitted as new position requests; however,
the CPC decided that these initiatives should be ranked, which is presently
being done. The roles of each group will
be clarified, defining their responsibilities.
_ Carol=s
term on the CPC ends this summer, and Joanna Branham was selected as the new
Staff Council representative for the CPC.
Executive
Council Report
_ Debi Jakubcin has been placed
on a team to develop hiring principles for faculty and non-faculty positions.
_ Debi reported that the new
position requests submitted by the Provosts and Vice Presidents were reviewed,
prioritized and submitted to the President for consideration.
_ Due to the SACS findings, it
will be necessary to improve the LRC at the Winter Park Campus.
_ The reclassification procedure
for college employees will be based on a 4-5 year renewal cycle; however
individual position reclassification requests may still be submitted annually.
_ The college calendar was
approved, and it was noted that there are still 20 paid holidays.
_ College Learning Day has been
scheduled for September 16, 2003.
_ Meet the Candidates sessions
for the East Campus Provost position have been scheduled beginning the week of
May 12.
The
collegewide issues lists were distributed and discussed. Several items were placed on the retired

the attention of the Executive Council, such as consistency in overtime

graphic on the cover. The brochure will
be distributed to new career staff employees by representatives of the Staff
Council accompanied by a welcome letter.
Plans
for the Staff Council web page were discussed.
A draft format was reviewed and approved. Visitors to the web page will be able to
navigate to each campus= Staff Council page which will
mirror the main Staff Council web page and provide links to e-mail campus
representatives.
A
retreat has been scheduled for the collegewide Staff Council representatives on
June 27 at the Professional Development Center.
The main focus of the retreat will be to brainstorm ways to increase participation
in the Staff Council, make the Staff Council more visible, and develop goals
for the Council.
The
Grapevine Awards were discussed, with each campus representative submitting
copies of their award certificate. There
was discussion as to whether or not there should be a College Grapevine Award,
separate from the campus awards. This
matter will be discussed further at a later date.
