West Campus Update
Dr. Paula Gastenveld, Provost, West Campus, gave a presentation
on new developments at the West Campus. She began by recognizing all
West Campus deans in attendance for their contributions to the
recent changes on campus, which, she said, have made it even more
student centered and accessible. A short video highlighted these
changes, including the renovations of buildings 3 and 5, the major
renovation of the PEC resulting in the Health Sciences Building
(where the board meeting took place), the expansion of the Teaching
and Learning Center on the 3rd floor of the LRC, the Student Support
Center which offers intensive help in reading and writing, the new
Fitness Center in the Health Sciences Building, and the new art
studio in Bldg. 5 for fine art students and those studying design
for articulated degrees in architecture.
Dr. Gastenveld introduced Rufus Hawkins II, West Campus student
government president, for an update on SGA activities on West
Campus. Mr. Hawkins said that last year the SGA surveyed students on
the cost, quality and service received at the West Campus cafeteria.
Results showed that students reported that food costs were too high
and quality was too low. Mr. Hawkins said that they have been
working with Goodings catering division to address these issues and
that the survey would be repeated again this year. Mr. Hawkins said
that SGA has plans for a goal-setting retreat in August where campus
safety issues will be discussed, including exploring the need for
security cameras and increased lighting in the parking lots.
Valencia Foundation
Trustee Larry Slocum reported that the Foundation has received
$4.3 million in donations for 2004-05. This included $3.1 million in
private gifts (including a $1.5 million bequest), $1.2 million in
government matching funds and $100,000 in pledge payments. Mr.
Slocum also noted that the Foundation awarded about 1,340
scholarships in 2004/05 (not including summer 2005) totaling
$700,000.
Chief Learning Officer Search
Dr. Shugart announced the selection of Dr. Kaye Walter as the new
Executive Vice President and Chief Learning Officer. Dr. Walter
fills the position that was formerly held by Dr. Tracy Edwards. Dr.
Walter has been Vice President for Academic Services at Kansas City
Kansas Community College, and has served in that capacity since
1997. She holds a Ph.D. in chemistry from Rice University. She is
expected to join the college prior to Academic Assembly in August.
Louise Pitts has been serving in the role of Interim Vice President/CLO
since June and will support the new Executive VP to the end of the
year.
President's Report
Dr. Shugart announced that Valencia has won a $400,000 grant from
the Lumina Foundation to continue work begun under the grant-funded
Achieving the Dream Project. The project focuses on access and
success in higher education, with specific attention given to
reducing gaps in success rates in preparatory mathematics. Valencia
had previously won a $50,000 planning grant to address strategies to
close the gap. The president said the next phase of the project will
focus on implementing campus-based strategies to improve
"front-door" experiences of math students. Julie Phelps, Winter Park
mathematics professor, is charged with directing the four-year grant
starting in the fall.
Dr. Shugart reported that final summer FTE enrollment figures
show that Full Term enrollment was down four percent, while Term A
was up four percent and Term B was up 12 percent. Overall, FTE
enrollment dipped one percent. The president speculated that the
economy and lingering effects of last year's hurricanes were still
impacting Valencia's enrollment, and that the same pattern could be
seen in the enrollments of UCF and other community colleges.
Dr. Shugart announced that Governor Jeb Bush made the right decision
when he vetoed a bill to penalize slow degree completion. The
legislation would have imposed a 75 percent tuition hike for credit
hours taken above 120 percent of the amount needed to earn a given
degree. In other legislative news, Dr. Shugart reported that the
college has asked Florida Congressman Ric Keller to advocate on our
behalf to protect Title III and Title V funding from for-profit
institutions, who are seeking access to the funds under the
reauthorization of the Higher Education Act currently before
Congress.
New Business
Valencia/UCF Joint-Use Facility
Dr. Shugart invited Dr. Gastenveld to present to the board
details of a proposal to seek legislative authority for a joint-use
facility with UCF. Dr. Gastenveld said that starting this fall, UCF
would offer two baccalaureate programs on Valencia's West Campus: a
B.A. in psychology and a B.A./B.S. in liberal studies. Dr.
Gastenveld said that the results of a May 2005 West Campus student
survey reinforce UCF/VCC growth plans, with more than 92 percent of
respondents indicating plans to pursue a bachelor's degree, and 63
percent of those intending to pursue their degree at UCF. Dr.
Gastenveld introduced Dr. David Harrison, Vice Provost, UCF Regional
Campuses, to address the board about specifics of the proposal. Dr.
Harrison said that, if approved, the joint-use facility will
emphasize business, education, health sciences, and engineering and
technology. He said that both undergrad (upper division) and
graduate programs would be offered. The proposed
100,000-square-foot, $20 million facility could be open to students
by 2009. Dr. Harrison said that 1,100 UCF students currently live in
a five-mile radius of the West Campus. After hearing their comments,
the board approved the submission of the joint resolution proposal.
President's Contract
Dr. Shugart excused himself while the board discussed the
president's contract. Chairman Jerry Buchanan noted that the
trustees, who had all provided individual evaluations of the
president, were all in agreement that his performance in the past
year had been outstanding, and that the college was fortunate to
have such excellent leadership. Of particular note, they said, was
the president's leadership at the state and community college level.
Chairman Buchanan said that the president was recommending no
increase in compensation at this time as he continues to focus on
improving faculty compensation. While respecting the president's
position, the board approved a motion to provide a cost of living
adjustment of 3.5 percent to the president's salary. Trustees also
approved a change to the president's contract, removing limits on
performance bonuses for future reviews and instead permitting the
board to set bonuses at their discretion.
Organizational Meeting
Election of Chairman and Vice Chairman
Dr. Shugart called the meeting to order and asked for
nominations for the positions of Chairman and Vice Chairman. A
motion was made to nominate Jerry Buchanan as Chairman and Larry
Slocum as Vice Chairman. The board unanimously approved the motion
to have the current leadership remain in office the following year.
Election of Representative to the Foundation Board of
Directors
Nominations were heard for Ms. Bertica Cabrera-Morris and for Mr.
Edward Moore to replace Mr. Slocum as representative to the Valencia
Foundation Board of Directors. Mr. Moore withdrew his name from
consideration due to other responsibilities. The Board unanimously
approved Ms. Cabrera-Morris as the representative. Having no other
business, the Organizational Meeting was adjourned.

A reminder about Academic Assembly.
The fall term start up is rapidly approaching. As in the past, we
will gather at the Academic Assembly which is scheduled for
Wednesday, August 24, 2005 on the East Campus at the Performing Arts
Center. Prior to the program, breakfast will be served in the
Cafeteria on East Campus (building 5) for all attendees. After
breakfast, there will be both a presentation and ample time for
dialog. Please make your plans to participate.
This year's theme will tie into the "The Year of Think" and many
important topics/dates will be discussed. This gathering will
provide an opportunity to celebrate the achievements of several of
our colleagues and to take a fresh look together at our progress as
a college.
As always, the first priority for the week will be preparing to
serve our students, therefore, we promise to respect your time.
