District Board of Trustees Meeting Summary

Reports
Dr. Sanford Shugart, President, began the meeting by asking the Board to move the Annual Operating Budget Resolution out of new business and up to Reports, so that they could hear the budget review for the 2005-2006 academic year. He introduced Keith Houck, Vice President for Administrative Services, who gave the board a summary report on the college's budget. Mr. Houck reported that the college's budget, if approved, would total just over $108,000,000. He said that the major areas of expenditure included salaries and fringe benefits, operational expenses, and health insurance premiums. However, increases in tuition and fee revenue would help offset this, and that the college would maintain a very healthy fund balance of over 7%. Mr. Houck also noted that the budget provided for the next phase of salary increases for the college faculty, based on their compensation plan adopted by the board last year, and that college staff would receive a 3.85% raise as well. The board praised the efforts of the budget and finance department, and thanked Mr. Houck for his report. The board then authorized the 2005-2006 operating budget.

Strategic Indicators: Dr. Shugart shared the college's Strategic Indicators Report, prepared annually by the Office of Institutional Research. The SI Report showed that Valencia had experienced a minor drop in enrollment during the 2004-2005 academic year, due in part to the four hurricanes that hit Central Florida at the start of that academic year. Dr. Shugart reviewed other report highlights, including the fact that more students than ever are completing their Valencia programs and graduating and that the performance of students who transfer into the State University System continues to improve. Dr. Shugart also noted that the retention of students from fall to spring term has improved consistently to a current retention rate of 80%.

Minority Participation: Mr. Houck reported that the college's spending with minority-owned vendors has increased by approximately $1 million over the same period of time last year. The Facilities and Procurement departments continue to work to add minority firms to the college's list of vendors. Mr. Houck added that Valencia's minority spending, compared to the other 27 community colleges in Florida, placed the college second only to Miami Dade College in spending with African American-owned firms; third in expenditures with Hispanic-owned firms; and third in expenditures with Asian Pacific-owned firms. The college will continue to seek appropriate ways to increase its engagement with minority-owned firms.

Administrative Services including Petty Cash procedure: Mr. Houck also reported that the college had revised its petty cash procedure to prevent unauthorized transactions and to ensure appropriate budget manager approvals for purchases involving petty cash.

Construction: Ms. Helene Loiselle, Assistant Vice President for Facilities reported that the major renovations to the Physical Education Center on West Campus were nearly complete, and that the name of the building will be changed to "Health Sciences Building" to reflect its new focus. Work is also proceeding according to plan on Building 9 on the Criminal Justice Institute property.

Internal Auditor: Ms. Undria Stalling, Auditor to the Board of Trustees, reported on a recent analysis she completed on Valencia's lab fees. The college has proposed new policy and procedures to determine special fees for various lab courses. The fees are intended to cover the costs associated with the courses, and must be calculated for each course. Ms. Stalling noted that justification is required of the course fees and her analysis was done to determine the reasonableness of the proposed new fees. Her analysis showed that the fees were reasonable and there were no exceptions in the calculations.

Faculty Association: Amy Bosley, President of the Faculty Association, reported that two supplements to the Faculty Compensation plan were ready to present to the Board of Trustees. The first, the Professional Development proposal, was overwhelmingly approved by the Association earlier this year. It features four categories of professional development activities: Discipline Enrichment, Pedagogy, Scholarship of Teaching and Learning, and Other Professional Development Activities. Faculty who complete different levels of the activities will receive salary enhancements pursuant to the level completed. Faculty will create a professional development plan in consultation with their dean, to facilitate focus on areas of need. Professor Bosley pointed out that the Professional Development plan will not take effect until the Faculty Compensation Plan has been fully funded and phased in. She also presented a summary of the Faculty Institutional Effectiveness Proposal, which was also supported by the majority of the Faculty Association members. The plan calls for the use of the Community College Survey of Student Engagement (CCSSE) as a measure of the College's effectiveness. The CCSSE provides national and institutional benchmarks for Valencia to measure itself against. Professor Bosley said the plan will make use of an Institutional Effectiveness Task Force, which will work to select certain goals based on the results of the last CCSSE. The college will create training programs for faculty based on the goals, and if goals are met, additional compensation will be paid. The board thanked Ms. Bosley and all the members of the Compensation Plan task force for the work they did to bring the full plan to fruition.

Valencia Foundation: Vice Chairman Larry Slocum reported that the Foundation continues to plan for an upcoming capital campaign, and that details would be forthcoming soon. He said it was his hope that the capital campaign would be as successful as the Foundation's first signature fund-raising event.

President's Report: Dr. Shugart reminded the Trustees that they had received an evaluation form in three parts for his annual evaluation and asked them to complete it in time for the July meeting. He also reported that the College had been presented with a plaque representing an award from the MetLife Foundation of $10,000. The award was presented in honor of Valencia's excellent ranking on the CCSSE.

The president reported on two bills now making their way to the Governor's desk - the first was a bill that could potentially penalize students for accruing "excess hours" in pursuit of a degree. The bill would enforce higher tuition and fees for students who accrued more than a certain number of credit hours beyond their degree requirements. Dr. Shugart noted that a bill like this could unfairly penalize students who had different levels of progress in their degree plans and that such a bill would be very difficult to enforce. He said he was working to communicate to the Governor that the bill was not in the best interests of community college students. The president also said the Governor would also be reviewing a bill that strengthens the residency requirements for Florida residents, in an effort to tighten up out-of-state tuition and fee charges.

The next meeting of the District Board of Trustees will be held July 19, 2005.

Career Service Employees.

Did you see the article in our Vitality magazine for June? The title is "Prepping for your Annual Review." How timely for us. Our supervisors are preparing to complete the yearly Career Service Performance Evaluation for their full-time career service employees, and that means you. Harriet Meyerson, the author of the article, suggests that "you can look forward to it with excitement," that "you can be prepared with the essential information that will show your value to the company..." Information such as your accomplishments over the last year, your personal strengths, your goals. One quote, "From an employee perspective, this is often the main or only feedback mechanism they have to tell them how there're doing." If you missed the article, it can be sent to you. Supervisors of Career Service Employees .

It is time to talk to your FULL-TIME Career Service employees regarding their upcoming yearly Performance Evaluation. This is one of the first steps. Packets will be sent to supervisors the first week of July that contain helpful guidelines that take you through the process to make this an effective experience. The Career Service Performance Evaluation form #30 was included with the packet. You may make copies, use the form in Informs or on our website, or contact Sue to send additional forms to you.

College policy 6Hx28:09-09 states that full-time career service employees will be evaluated in writing at least once a year during the first 3 months of the next fiscal year. The policy can be viewed on our website. From the home page click on Faculty & Staff, then under Publications click on Policy Manual.

For employees who were in your department since July 1, 2004, the rating period is July 1, 2004 to June 30, 2005. Do you have newly hired employee or employees who have left Valencia during the fiscal year? Call Sue to discuss their rating period. News from Procurement

Happy 4th of July and Happy New Fiscal Year! 

All Fund 1 Purchase Orders from FY 0405 will be canceled on July 12th. This will allow Accounts Payable time to pay invoices on the existing Purchase Orders open in the system.

The first download for P-Card purchases in the new fiscal year will be July 20th. All transactions posted to PaymentNet after July 1 will be charged to the FY 0506 budget.

The College Procurement Card is not to be used for travel. Because of State restrictions, we can not use the credit card for this purpose. All travel is handled by completing a paper requisition and Authorization for Travel (FA-33 form) with appropriate approvals. If SPD money is being used, forward the forms to the SPD Office (3-1). The Procurement Office verifies that the supplier is in the database before it is sent to Marcey in the Finance Department (DTC-3) for processing.
