Summary - District Board of Trustees meeting
Dr. Sanford Shugart, President, began the meeting by recognizing
Dr. Louise Pitts who has accepted the role of interim vice president
for academic affairs and chief learning officer following the
departure of Dr. Tracy Edwards, who recently resigned her position
to take a presidency at a community college in Canada.
Reports
East Campus: Dr. Shugart invited Dr. Anthony Beninati,
interim provost for East Campus, to update the board on the newest
developments on East Campus. Dr. Beninati then introduced a video
presentation titled, "New Horizons in Learning," which highlighted
many developments on the campus: the newly completed Building 8, an
adjacent parking garage, renovation work and enhancements in
Building 1, Building 2, the LRC and the bookstore, the introduction
of the learning community model led by Philip Bishop, the
development of computerized testing in the Communications
Department, Flat Foot Records and the Music Production program, and
recent Student Development activities. The video was produced by
James Wells in the Faculty Development Center along with Student
Development.
Representative Andy Gardiner: Dr. Shugart interrupted the
East Campus report to introduce visiting Florida congressman Andy
Gardiner (R-Orlando), who had been helpful to Florida's community
colleges by aiding in the passage of the Capital Improvement Fee
Bill during the recent legislative session. Rep. Gardiner had
attended Valencia as a student at one time.
Civic Leadership Intern Program: East Campus Professor
Mark Logas, U.S. Government, gave an overview of the Civic
Leadership Internship Program, which allows students to intern with
political leaders in federal, state and local government. Success
stories include a student who interned with the Democratic National
Committee in Washington and was later allowed to meet with
then-presidential nominee John Kerry and his running mate, John
Edwards, on their Florida campaign tour.
Operations Improvement Program: Helene Loiselle, assistant
vice president for facilities, gave a presentation on the Operations
Improvement Program she instituted in December of 2003. Since then,
Loiselle reported, the department's overall organizational
effectiveness rating has increased from 20.7% to 51.29%. Measures
included work planning, work accomplishment, workload identification
and work appraisal Tangible improvements noted were a 66% decrease
in "discomfort" calls, the implementation of a preventative
maintenance program, increased proactive work orders and increased
inspection by supervisors. Loiselle said that the next phrase of the
improvement program would focus on customer service, with plans for
a web-based work order interface before the end of the calendar
year.
Internal Auditors Report: Undria Stalling, internal
auditor to the Board of Trustees, reported on recent updates to the
college policy manual on the use of petty cash funds. The results of
her review will include changes in the procedures for petty cash
usage included the introduction of the "P-card."
Faculty Association Report: Dr. Shugart introduced Amy
Bosley, East Campus Professor of Speech, who will assume the
presidency of the Faculty Association on Thursday from outgoing
president Chris Borglum. Professor Bosley expressed her excitement
to the board for the work ahead and noted that her successor would
be political science Professor Tom Byrnes, who will be the first
president of the association to be elected by the entire faculty
instead of ascending to the position through the Faculty Association
board.
Foundation Report: Vice-Chairman Larry Slocum reported
that the Foundation's first-ever "signature" fund-raising event was
a success, raising $112,000 for student scholarships. The college
will apply for a state match which could bring the total to
$224,000. Slocum said that many notable persons attended the
ticketed event including Magic Johnson, Miss America, Florida
Secretary of State Glenda Hood and Orange County Mayor Rich Crotty.
Slocum said that the wine-tasting was such a success that they have
already begun plans for next year's fundraiser, which will be held
on April 29, 2006.
President's Report: Dr. Shugart gave the board an update
on summer enrollment, saying that FTE for the Full Term was up by 4%
and Summer A FTE was up by 5%. He asked Dr. Bill Mullowney, Vice
President and General Counsel, to review the latest developments in
the Florida Legislature. Dr. Mullowney said the college had received
planning money for Building 10 on West Campus, which when completed
would be the largest building on any Valencia campus in the
college's history. Dr. Mullowney also reported that legislation had
passed to support an increase in the capital improvement fees
charged to students, resulting in $1.3 to $1.4 million in additional
dollars for the new fiscal year.
New Business
The Board of Trustees unanimously authorized an increase in student
fees for the 2005/2006 school year. Starting with the fall term in
August, Florida residents will pay $66.11 per credit hour to attend
Valencia, a 9.33% increase over last year. Out-of-state tuition will
rise to $248.05 per credit hour, a 9.19% increase.

brown bag lunches through this academic year with various Valencia
leaders as they share their own stories about their Path to
Leadership. Each person's interpretation of leadership and their

Florida Retirement System Members Annual Statement
The Florida Retirement System (FRS) is in the process of preparing
the 2005 FRS Member Annual Statement for all employees participating
in the FRS Pension Plan. If you have had a change of address within
the last year, please make sure to update this information with the
Human Resources department. This will ensure timely delivery, of
your FRS Member Annual Statement, to your home address. If you have
any questions, please contact Barbara Luse, Human Resources, ext.

News from Procurement
Requisition Line Types in Oracle determine how the invoice from the
supplier is going to be paid. Currently, there are 3 line types that
we use: Amount Based, Goods, and Services.
Amount Based and Service line types are used when you are not
sure how much money you will use at a given time. Example: Office
Depot, the PO may be for $500, but you will use that money at
different times with different amounts. Accounts Payable will be
able to pay whatever the invoice amount is.
The Goods line type is used when you know the exact cost of the
item or you are ordering equipment over $750. Example: Qty 1, color
printer, price: $756. Qty 1 is ordered, and Qty 1 is received.
Although we live in a 'paperless society', paper requisitions are
still needed for the following: all travel, Bookstore purchases,
reimbursements, SPD, or anything requiring a check. If you have
received an invoice prior to a purchase order, submit a paper
requisition with the invoice and an explanation as to why the
invoice was received prior to a PO.
Valencia's Procurement Card Program continues to grow! Recent
additions include East Campus, Valencia Enterprise, Winter Park
Campus and West Campus. Osceola Campus is next in line for training.
Cardholders are able to take advantage of the streamlined
procurement process created by PCard use, and suppliers love it too!
Are you tired of preparing requisitions for small dollar purchases?
If your answer is yes, and you are a full time VCC employee who does
the purchasing for your department, then talk to your
Supervisor/Manager/Director about obtaining a PCard.
Kudos
Winnie Ching, part-time librarian, Osceola Campus, won Second
place in the Florida State Creative Writing, Short Story for
Children contest. This contest was sponsored by The American
Association of University Women. Her story was entitled "When the
Moon Shines."
Congratulations to Teresa Gallagher, Instructional
Assistant, West Campus, who received her Baccalaureate, Summa Cum
Laude, in Organizational Communications from Rollins College this
May. Kudos also go to Debi Jackubcin, Manager of the Fitness
Center, East Campus who also graduated from Rollins College with her
Baccalaureate in Organizational Communications. Both women intend to
pursue their Masters Degreeat Rollins this fall and spring term
respectively.
Congratulations to Professor George Witta, who was named
Osceola Campus PTK Professor of the Year. Tracy Aitcheson was
named Osceola Campus MARS Club Staff Member of the Year. Ana
Dragan and Susan Hamm were named Osceola Campus' Mary
Jane McKinnon Student of the Year.
