News from Procurement
Florida Community Colleges submit a yearly report to the State
named 'Equity Act Progress Report'. This report includes many
statistics regarding Equity among students and staff, but the part
that Procurement is responsible for is the Report of Expenditures
for Self-Reported Minority Businesses by Type of Expenditure, by
gender, and by Ethnicity of Business Owners. In February 2003
Valencia led the other community colleges with expenditures for
Woman Owned and Asian/Pacific Owned businesses. Hillsborough
Community College led in the African American Owned group and
Miami/Dade Community College pulled ahead in the Hispanic Owned
group.
Since we are allowed to report sub-contractors used by non-minority
owned companies, we obtain quarterly reports from all the
construction companies used at the College, Office Depot, the
Bookstore, and JPMorgan to include these categories.
The Procurement Department continues their efforts in seeking new
relationships with local and minority owned companies. Our report
for FY 03/04 shows an increase in all categories and we look forward
to comparing our new numbers with our colleagues.
Painless Procurement - Cali Campanella, Purchasing Agent, held a
Painless Procurement workshop on the West Campus on September 16,
2004. Some of the topics covered were new business, goals,
accomplishments, website, common phone line, toner cartridges,
office supplies, name tags, promotional items, and general ledger
codes (GL Codes). The next Painless Procurement class will be on
Friday, December 10, 2004 on the East Campus, Bldg. 6 Rm. 117, 2-3
p.m.
Procurement Assists in Establishing College-Wide Contract -
Procurement has been working with Plant Operations to develop
specifications for a pest control services bid. This bid will result
in a contract that provides the college with the highest quality
pest control, at a very competitive price. Sealed bids will be
received in the Procurement Department until 3p.m., on November 2,
2004. This bid and others are currently available for viewing on our
website at
www.valenciacc.edu/procurement/bids.asp
Valencia P-Card Program - the college's Procurement Card (P-Card)
program, still in its beginning stages, is already proving itself to
be a valuable addition. Several "test" departments are currently
utilizing the P-Card, and plans are underway to deploy the P-Card to
college departments who regularly process a large number of routine,
small dollar orders. Presently, we are working out the kinks, and
finalizing a college-wide hierarchy set-up that will enable proper
departmental allocations, and assist in precise reporting.
Search for Minority Suppliers - the Procurement Department
continues its efforts in seeking new relationships and providing
opportunities for local and minority owned companies to do business
with Valencia. We have searched the Florida Minority Supplier
Development Council (FMSDC) and the State of Florida MBE databases
for new minority suppliers. Once new minority and local suppliers
are located, phone calls are placed and appointments are set with
them to discuss business opportunities. Please feel free to refer
any minority suppliers in the area to the Procurement Department. If
you need help locating a supplier for your needs do not hesitate to
call Aida Gonzalez, Supplier Specialist, at ext. 5537.
Important - New Banking Regulations on the way
To Valencia Faculty, Students, and Staff: This announcement is
being made in advance of a new banking regulation that impacts all
commerce transactions settled by a check. The regulation is called
Check 21 and takes immediate effect on October 28, 2004. Please
visit the Federal Reserve Bank website, www.federalreserve.gov/paymentsystems/truncation/faqs.htm
where there is a list of frequently asked questions. If you are in
need of additional information, please contact your personal banking
institution for their specific policies pertaining to this
regulation.

Join the team of adventurer's who have participated in
Valencia's focus on the workplace program
Applications are being accepted to participate in Spring Term
and Summer Term A 2005. This exciting program enables you to spend
time out in business and industry so you can learn more about the
corporate culture, how employees are expected to communicate,
perform, and work together, as well as exciting employment
opportunities and career paths available for students.
All full-time, tenure or tenure-track faculty, 12 month
non-teaching faculty, full-time counselors & advisors, professional
staff and administrators are eligible to apply with your
supervisor's approval. Eligible faculty are released from two 3
credit hour classes to participate. Administrators, professional
staff, advisors/counselors and non-teaching staff are released for
40-80 hours (one-two weeks) and can participate any time during the
year.

Hiring Freeze
A hiring freeze for new employees will soon be in effect. To
hire an employee before the freeze becomes effective, the employee
must begin work on or before November 8, 2004. After that date,
recruitment activities may be conducted through the Human Resources
department and offers of employment may be extended, however, the
employee may not begin work until January 10, 2005. The President
and/or Vice President, Human Resources and Diversity, will consider
exceptions to this policy if an emergency or critical need arises.

Congratulations to Marcia Carlson, West Campus, a 5 year
recipient at the Fall Recognition Reception. Her name was excluded
from last week's Bulletin list.
Congratulations to Tammy Bolger, Amy Gray, Rozlyn Pearcy
and Rachel Rodriguez, second year dental hygiene students,
who placed third in the table clinic competition at the state
meeting. Rachel Rodriguez and Jessica Straugh served
as delegate and alternate at the FSADHA meeting.
