Please Nominate Outstanding Valencians for the 40th Anniversary Recognition

Our 40th anniversary celebration provides the opportunity to pause to recognize outstanding colleagues who have helped to make Valencia the great institution it is today. We all know that just one celebration year truly would not be long enough to single out and recognize every deserving person. Therefore, we are asking your help in selecting 40 colleagues, past and present, who represent the best of Valencia.

Nominees may be anyone associated with Valencia (including employees, alumni, and community members) who have brought distinction to the college and/or the community through professional achievements, service to the community, and/or outstanding contributions to the College.

A task force will select 10 persons representing each of the four decades during the 1967-2007 time period, for a total of 40 honorees. The task force includes Ivan Applebaum, Fiona Baxter, Becky Gallup, Christian Campagnuolo, Amanda Body-Hoaglen, Susan Kelley, Gustavo Morales, Michael Shugg and Eileen Stana.

To nominate someone for this recognition, please complete the 40th Anniversary Nomination form located at www.valenciacc.edu/40years or contact Rita Moore at ext. 2467 or rmoore38@valenciacc.edu to receive a paper application.

Completed nomination forms may be submitted on-line or in paper form. If submitting on-line, simply click on the submit button at the bottom of the Web page. To submit a paper application, please send to Rita Moore at mail code 3-35. Both paper and electronic applications must be received no later than 5 p.m. on Friday, February 15.

The awards will be presented at the Valencia Foundation “A Taste for Learning” event on the evening of April 12 at the Rosen Shingle Creek Hotel in Orlando. (For more information about this event, see http://www.valenciacc.edu/foundation/taste/default.cfm)

Ethics in Procurement - Purchasing Services believes that all persons in the procurement process at the college should have a highly developed sense of professional ethics to protect their own and Valencia's reputation for fair dealing. To strengthen ethical awareness and provide high standards of ethical practices, Valencia Community College subscribes to the National Association of Educational Procurement (NAEP) Code of Ethics.

NAEP Code of Ethics

  • Give first consideration to the objectives and policies of my institution.
  • Strive to obtain the maximum value for each dollar of expenditure.
  • Decline personal gifts or gratuities.
  • Grant all competitive suppliers equal consideration insofar as state or federal statute and institutional policy permit.
  • Conduct business with potential and current suppliers in an atmosphere of good faith, devoid of intentional misrepresentation.
  • Demand honesty in sales representation whether offered through the medium of a verbal or written statement, an advertisement, or a sample of the product.
  • Receive consent of originator of proprietary ideas and designs before using them for competitive purchasing purposes.
  • Make every reasonable effort to negotiate an equitable and mutually agreeable settlement of any controversy with a supplier; and/or be willing to submit any major controversies to arbitration or other third party review, insofar as the established policies of my institution permit.
  • Accord a prompt and courteous reception insofar as conditions permit to all that call on legitimate business.
  • Cooperate with trade, industrial and professional associations, and with government and private agencies for the purpose of promoting and developing sound business practices.
  • Foster fair, ethical and legal trade practices.
  • Counsel and cooperate with NAEP members and promote a spirit of unity and a keen interest in professional growth among them.

Review of College Policy - According to Valencia Community College Policy 6Hx28:06-12, the following spending thresholds require:

  • $3,500-$24,999 - three written quotes are needed
  • $25,000-$250,000 - a formal invitation to bid (ITB) or request for proposals (RFP), depending on the circumstances, is solicited and advertised by the Procurement Department for comparative bids.Award is approved by the Procurement Director with concurrence from requesting department.
  • $250,000 + - Procurements exceeding this amount require the District Board of Trustees approval.

Best business practice dictates written quotes for any goods/services under the $25,000 threshold. Procurement encourages departments to submit quotes with their requisitions. This gives you (the user) a good idea of the cost of the good or service and it gives Procurement a bench mark from which to work to finalize the purchase. This may or may not end up being the "official" quote. If the submitted quote does not end up being the "official quote,” (the one that we use) then Procurement will obtain the necessary quotes. Procurement will help obtain any quotes that are needed provided we have a good description of what is required.
