District Board of Trustees Meeting Summary

Valencia President Dr. Sanford Shugart recognized Dr. Silvia Zapico, provost, Osceola Campus for receiving the Alumna of the Decade Award for the 1990’s at the recent 40th Anniversary Reunion of UCF, College of Education.

Reports

Valencia Technology Update - Bill White, chief information officer, presented a technology report to the board. Included in his report were the technology challenges faced by the college; what is in progress and coming soon to Atlas and Banner; data warehousing and reporting; technology refresh programs; network and infrastructure; help desk and tech support; learning technology and alternative delivery.

Strategic Planning Update - Susan Kelley, vice president, Institutional Advancement and co-chair of the College Planning Council, presented an update on the strategic plan for 2008-2013. 

Procurement of Architectural, Engineering and Construction Design Services - Bill Mullowney, vice president for Policy and General Counsel, and Keith Houck, vice president, Administrative Services, presented a report on the selection of architectural, engineering and construction management services. Included was an overview of the public procurement law, the Consultant’s Competitive Negotiation Act and who it applies to, and the selection process. 

Construction Report - Project updates were given on Modules 8, 10 and 11; new parking lot and performance contract for West Campus; north parking lot on East Campus; and collegewide signage.

Faculty Association Report - Rose Watson, president, Collegewide Faculty Association, reported the association is continuing to revise and hone its responsibilities as a council. They are continuing their work to improve the withdrawal policy procedures and participated in the general education program review.

Foundation Report - Board Trustee Raymer Maguire, III reported the Foundation is seven months away from finishing their capital campaign. $15,000,000 has been raised to date with a $20,000,000 goal.

Update on State Investments - Mr. Houck presented an overview of how the college handles the administration of its state investments and an investment return comparison as an accompaniment to the memo from Dr. Shugart to the board about the State Board of Administration Investment Pool.

President’s Report - Dr. Shugart discussed Valencia’s adjustments to the budget as a result of the Legislature’s special session and expectations of the upcoming regular session. He indicated a four percent cut is necessary by April and intends that this be done without cutting back on any personnel. He discussed the college’s growth, sustainability, how it will be managed and the funds used for it. 

New Business

Not to Exceed Guaranteed Maximum Price Construction Management at Risk, Building 8, West Campus (Signature Building) - The board approved the Not-to-Exceed Guaranteed Maximum Price of $5,250,000 for construction of building 8 on West Campus. This will become part of the contract agreement between Welbro Building Corporation and Valencia.

Architectural Design Services, West Campus Interior Renovations, RFQ 07/08-07 - The board gave the college approval to commence negotiations with Rhodes + Brito to provide architectural design services for West Campus interior renovations. Should no agreement be reached, negotiations will be pursued by Schenkel Shultz.

Construction Management at Risk, West Campus Interior Renovations - The board gave the college approval to commence negotiations with McCree, Inc. to provide construction management services for the West Campus interior renovations. Should no agreement on the contract terms be reached, negotiations will commence with Skanska USA Building, Inc.

Consent Agenda - Approval under a consent agenda were: Amended Policies; New Policy; additions, deletions or modifications of courses and programs; Human Resources agenda; submission of grant proposals and property deletion.


Upcoming Achieving the Dream Summit

On January 4, 2008 from 9-11 a.m. we will be gathering for a Summit on Achieving the Dream in the CJI Auditorium. The team will share data from the Student Success/Three Prep Mandate in anticipation of a Student Success/Two Prep Mandate. Lisa Armour and Kevin Mulholland will facilitate a question and answer session after the team presents its data. This is the faculty's opportunity to have a voice in the decision. A vote will be taken at the end of the Summit and the faculty's recommendation will be brought forward to the January 9, 2008 Curriculum meeting.


Human Resources News

New Florida Minimum Wage - Effective January 1, 2008 Florida’s new minimum wage will be $6.79 per hour. This will only affect the following part-time hourly and student positions, which are currently paid at $6.67:

  • Institutional work-study students
  • Federal work-study students
  • Part-time student assistants

Human Resources has taken the necessary action to comply with the new regulations. Note: There is nothing that needs to done on the employees part.

Job Description Requests - Human Resources is currently utilizing new software (PeopleAdmin) to store, create and retrieve all job descriptions. If you do not currently have a PeopleAdmin account go to https://jobs.valenciacc.edu/hr and use the following account information.
