District Board of Trustees Meeting
Summary
Reports
West Campus - Dr. Jared Graber, acting provost of the West Campus,
introduced a presentation by Dr. Lisa Armour, West Campus dean of
mathematics, on the mathematics curriculum and open lab concept,
which Dr. Graber described as being both innovative and productive
and which has elicited interest from other college as a model program.
Dr. Armour said that in the last few years the college had invested
resources in the campus' math support services for students and
she called on Brian Macon and Russell Takashima, mathematics professors,
to inform the board on the enhanced tutoring program, math manipulatives
lab and developmental mathematics.
West Student Government Association Report - T.J. Cole, West SGA
president, gave the board a brief presentation on the goals of the
West Campus Student Government Association, which include instilling
a sense of pride and school spirit among the student body at Valencia,
which he felt was lacking.
Strategic Indicators Report - Dr. Kaye Walter, executive vice president
and chief learning officer, introduced Jeff Cornett, director, Institutional
Research, who presented selected trends and state comparisons from
the college's annual Strategic Indicators report. The report includes
year-over-year FTE enrollment, which rose 3.4% for 2006-07, and
the conversion rate of high school applicants to enrollments. The
college has recently seen a large increase in applications of almost
13%, with 58% of those converted to enrolled students.
Strategic Planning Update - Susan Kelley, vice president for Institutional
Advancement and co-chair of the College Planning Council, presented
an update on the development of a strategic plan for 2008-2013.
She said that the planning process was proceeding successfully according
to schedule, with a group headed by David Rogers, English professor,
charged with drafting statements on the college's vision, values
and mission, and another group headed by Ms. Kelley working on goals
and objectives. The Strategic Plan is scheduled for completion in
September when it will be presented to the board for review.
Business Process Improvement - Tuition Installment Plan - Keith
Houck, vice president, Administrative Services, gave a report on
the Tuition Installment Plan or TIPs, which is administered by a
third-party provider to help students manage their educational expenses.
Mr. Houck said that 12 percent of Valencia students take advantage
of the interest-free payment plan, which has helped students make
deferred payments on about $7.5 million dollars in fees for courses
and books.
Construction Report - Mr. Houck reported that in spite of the governor's
recent vetoes of PECO dollars that the college was seeking for new
building construction, the college will move ahead with the planning
phase for Building 10 and the UCF joint-use facility. He said the
college did receive funding for the so-called "signature building"
(Module 8), also on West Campus. Hunton Brady Architects will provide
a new schematic floor plan for that building, which will include
approximately 5,000 square feet more than the previous plan. When
finished, the building will include a true commercial kitchen, an
executive dining room, and a separate area for an architectural
design studio. A revised project schedule will be developed in the
next few weeks, with a targeted start date of December for construction
to get underway.
Faculty Council Report - Rose Watson, Collegewide Faculty Council
president, reported that the council was circulating a draft of
the Alternative Delivery Standards Strategic Plan and reviewing
current withdrawal policies.
Foundation Report - Valencia Trustee Raymer Maguire reported that
the Valencia Foundation's capital campaign will conclude on June
30, 2008. He invited the board to a breakfast on Oct. 10 where CNL
Financial Group Chairman and Chief Executive Officer James Seneff,
Jr. will announce a major gift to the college's campaign. He also
said that the Foundation was buying $100,000 in expired Take Stock
in Children contracts, and gave a brief explanation of the program.
President's Report - Valencia President Sanford Shugart reported
that he and members of the board and staff had had a positive meeting
with Florida 's Lieutenant Governor Jeff Kottkamp just over a week
ago. He said that while current state funding may present challenges
in this year's budget, we are on board with the governor's principle-based
decision to minimize the tuition burden on students. Regarding facilities,
the president said that even with the two vetoes, Valencia had the
second best PECO year in the history of the college. Dr. Shugart
announced that Maria Grulich, executive director, Osceola County
Economic Development Commission, will join the board to replace
Jose Hoyos, who is stepping down. The president concluded his remarks
with a discussion of the college's efforts to bring Take Stock in
Children to Orange County .
New Business
Motion to Suspend Policy 6Hx28:01-05 Regarding Date of Organization
Meeting - The board approved the motion to suspend the policy, effectively
allowing them to go forward with their elections this month versus
in July.
Annual Operating Budget, Salary Plan and Unexpended Plant Budget
FY 2007-2008 - Mr. Houck began his presentation by reviewing design
principles and priorities that applied to the budget's development.
The list of priorities guiding this year's budget include compensation
to attract and retain high-quality staff and faculty, maintaining
a quality learning environment, supporting the enrollment plan,
and supporting initiatives designed to reduce performance gaps in
student achievement. He said that the college anticipates $121,404,285
in projected revenues for the 2007-2008 fiscal year compared to
$116,790,628 in the previous year. This includes revenues generated
by a 4.26% increase in state funding, and an increase in student
fees generated, not by a tuition increase, but by a 4.5% projected
increase in student enrollment (FTE). Mr. Houck said a larger portion
of revenue dollars were going to salaries this year, with a 1.6%
to 17.7% increase for faculty compensation based on the adopted
Faculty Compensation Plan. In addition, nine new tenure-track faculty
positions will be added, and ten 4-month faculty positions would
be converted to 8-month contracts. Full-time personnel will receive
up to a 4% pay increase, depending on whether they're approaching
the maximum in their pay range. While the budget will include increased
funding to support additional part-time instruction needs, there
would be no compensation increases for adjuncts or other part-time
employees. Valencia 's Board of Trustees approved the annual operating
budget as presented.
Consent Agenda
Approved under a consent agenda were the delinquent account write-offs;
the Florida Equity Act Report; Downtown Center lease; Osceola Campus
land lease; Budget Amendment Request; Resolution Certifying the
Valencia Community College Foundation as a Direct Support Organization,
2006-2007 Annual Fire Safety, Casualty Safety and Sanitation Inspection;
additions, deletions or modifications of courses and programs; Valencia
Enterprises courses and fees; Human Resources agenda; submission
of grant proposals and property deletion.
The board adjourned its regular meeting.
Organizational Meeting
Election of Chairman and Vice Chairman - Dr. Bill Mullowney, college
counsel, called the meeting to order. Nominations were heard for
Larry Slocum to continue to serve as chairman and Lew Oliver to
continue to serve as vice chairman. These nominations were confirmed
in a unanimous vote.
Schedule of Regular Meetings - The board accepted the following
schedule of regular meetings for the 2007/2008 academic year: July
17, September 18, October 16, December 18, February 19, April 15,
May 20, June 17 and July 15.
Election of Representative to the Foundation Board of Directors
- The board nominated and unanimously approved Raymer Maguire, Jr.
as the board's representative to the Valencia Foundation Board of
Directors. Having no other business, the organizational meeting
was adjourned.
News from Procurement
Procurement card fiscal year-end information: In an effort to ensure
a seamless transition from Oracle to Banner, a cutoff date of June
29 has been established for all P-Card transactions. Transactions
with a PaymentNet post date of June 29 or earlier will be charged
to the current fiscal year's budget. If a P-Card transaction posts
to PaymentNet after June 29, it will have to be expensed to the
new fiscal year's budget (0708) due to the software conversion.

New procedures for check requests: Beginning July 1, the paper
general requisition form, found on Atlas under the Valencia Form
Generator, will have a new name, "check request." This form will
only be used for employee reimbursements, SPD requests and student
stipends. The new check request form does NOT require Procurement
approval.
Consultants will require purchase orders generated via a Banner
requisition with a signed consultant agreement for processing. The
new consultant agreement form can also be found on Atlas under the
Valencia forms generator.
Orlando Police Officers or other security personnel will be processed
using a Banner purchase order. Time sheets will be used as invoices
and sent to Accounts Payable for a check. Consultant agreements
are not necessary for these types of security personnel. You can
utilize the template for requisitions in the Banner Self Service
module for easy repetitive access.
Memberships should be paid by P-Card. If the organization does
not accept MasterCard, then a purchase order may be generated.
Orders for the Bookstore should go directly to the Bookstore. The
P-Card is accepted at all Bookstore locations.
All SPD check requests should be sent to the SPD office at MC 3-33.
SPD staff will then forward the paperwork to Accounts Payable for
payment.
Check requests for travel or student stipends should be mailed
directly to Accounts Payable at DTC-3. The VID number is required
on all check requests.
Any invoice from a vendor without a purchase order will be directed
to the Procurement Office for review. Our terms and conditions require
that purchase order numbers be included on all invoices. We will
follow up with the supplier and requestor if needed.

Important Human Resource Information
For all 10-Month Faculty
There are 26 pay periods in the academic year 2007-2008. All 10-month
faculty have the option of having their base salary disbursed in
22 payments over ten months, based on academic appointment, or in
26 payments over twelve months. Once the first payroll for the academic
year is processed, this option cannot be changed until the next
academic year .
Human Resources has revised the way we communicate the opportunity
for faculty to change their salary payment option for the coming
academic year. We will post a notice, similar to this one, in the
Bulletin but faculty will no longer receive a mailing at their home
address regarding this subject. This change will improve efficiency,
save postage and trees, and reduce the number of unsolicited offerings
received by mail.
All 10-month faculty will continue to have the June/July window
to revise their salary payment option for the coming academic year.
Faculty who wish to make a change will be required to complete a
form, available online at the HR Web site, and submit it to Human
Resources no later than July 31. Changes are then effective for
the first payday in the new academic year.

Wendi Dew , respiratory care clinical coordinator
and manager for the development of Valencia 's new Polysomnography
(Sleep Study) Advanced Technical Certificate curriculum, presented
at the Orange Grove Digital Repository workshop hosted by Central
Florida Community College . Wendi discussed the concept of the Employ
Florida Banner Center for Health Sciences and presented three of
the courses designed for the on-line Polysomnography curriculum
that will be offered to students beginning this fall. Cathy Alfano,
manager of the Orange Grove Digital Repository commented, "Your
team's work was not only an excellent example of the kind of engaging,
active digital resources that we hope to capture in the repository,
but a fabulous plug for the whole concept of reusability."
