District Board of Trustees Meeting
Summary
At the start of the Feb. 20, 2007, District Board of Trustees meeting,
Valencia President Sanford Shugart recognized Corporal Jennifer
Fulford-Salvano of the Orange County Sheriff's office as the American
Association of Community Colleges 2007 Outstanding Alumni. Fulford-Salvano
will receive the award on April 16 in Tampa as part of the AACC's
annual convention. She earned her A.A. degree from Valencia in 1993,
and later returned to earn her Basic Law Enforcement Academy Certificate
from the Criminal Justice Institute, where she is currently employed
as an adjunct instructor. In 2004, Fulford-Salvano responded to
a burglary-in-progress call placed by an eight-year-old boy who
was hiding with his siblings in his mother's van from three armed
men who had ambushed the house. Although she was struck a total
of ten times, including an injury to her shooting arm, she was able
to retrieve her weapon with her other hand and continue firing until
both gunmen fell to the ground, while keeping the children safe.
For her heroic actions, Fulford-Salvano received the Presidential
Public Safety Officer Medal of Valor (the only woman ever to have
received the nation's highest award bestowed upon public service
officers), the National Sheriff's Association Deputy of the Year
award, Police of the Year by the International Association of Chiefs
of Police and PARADE magazine, and dozens of other awards
at the local, state and national levels.

Also recognized was Dr. Ruth Prather, provost of East and Winter
Park campuses, as one of the outstanding graduates of the University
of Florida 's doctoral program in higher education leadership.
Reports
Osceola Campus - Dr. Silvia Zapico, provost
of the Osceola campus, gave a brief overview of Osceola Campus enrollment
and programs. She said that 5,541 students attended the Osceola
Campus over the past year, with 40% of those of Hispanic descent.
Fifty faculty, 28% of whom have earned PhDs, and 150 adjunct faculty
currently teach at the campus. General education courses taught
by Osceola faculty on the grounds of Poinciana High School have
been very popular, Dr. Zapico said, with a current enrollment of
145 students. She also reported that she had met with Osceola County
Schools Superintendent Blaine Muse recently to discuss moving the
Poinciana High program to Liberty High School , which Mr. Muse approved.
Dr. Zapico then welcomed Kevin Mulholland, dean of Humanities and
Communications, who introduced professor Ronald Colburn, theatrical
director of the Platform Players, a theater troupe made up of Osceola
Campus students. The troupe presented a reading to the board that
dramatized real student experiences at the Osceola Campus.
Osceola Student Government Association Report
- Casey Evans, Osceola SGA parliamentarian, gave the board a brief
presentation on SGA events both past and future at Osceola Campus
including the upcoming "Rally in Tally" that a number of students
will attend to voice their support for a sales tax exemption on
text books.
Quarterly Financial Report - Keith Houck,
vice president, Administrative Services, stated that enrollment
is up for the spring term, with fewer non-resident students than
in year's past. He provided the board with an outline of concerns
identified by the Auditor General's report and said that all issues
cited in the report were either resolved or soon-to-be-resolved.
Construction Report - Mr. Houck said that
the program/schematic phase on Mod 10 on West Campus has been completed,
the design of Mod 8 on West has been put on hold until May pending
possible budgetary support from the legislature, and the educational
specifications for Building 4 on Osceola are being drafted.
Faculty Development - Kaye Walter, executive
vice president and chief learning officer of Academic Affairs, recognized
Rhonda Glover, assistant vice president of Institutional Research
and Learning Assessment, who was attending her final board meeting
before retiring from the college. Dr. Walter also introduced her
replacement, Jeff Cornett, director of Institutional Research. Dr.
Walter then introduced Patrick Nellis, director of faculty development,
and Helen Clarke, director of the Teaching and Learning Academy
. Mr. Nellis and Ms. Clarke discussed faculty development as it
supports the college's Strategic Learning Plan, key programs including
tenure-track, the associate faculty program and a new incentive
for post-tenure faculty.
Strategic Planning Update - Susan Kelley,
vice president for Institutional Advancement and co-chair of the
College Planning Council, said that the college was on target to
produce a new strategic plan by November 2007. She said that a draft
situational analysis was being presented for discussion collegewide
and within the local community. Identifying strategic issues and
goals will be the topic of an upcoming "big meeting" on March 2.
Spring Term Enrollment - Joyce Romano,
vice president, Student Affairs, reviewed final enrollment data
for the 2007 spring term with the board. Overall FTE enrollment
was up 5%, she said, with headcount up 4%. Helping our enrollment,
Dr. Romano said, were flex start courses which allow students to
begin their coursework on five different start dates per term. Vice
Chairman Lew Oliver commented that this was a tremendous way to
make college more accessible to students.
Faculty Council Report - Tom Byrnes, Faculty
Council president, discussed the Faculty Council's efforts with
regard to professional development, tenure evaluation, the Institutional
Effectiveness Team and student evaluation software.
Valencia Foundation Report
- Valencia Trustee Raymer Maguire reported on a recent
Foundation board retreat in Daytona Beach , where Dr. Shugart challenged
the board to set high goals for themselves for future fundraising.
President's Report - Dr. Shugart discussed
legislative priorities for the current session including a request
for a $100 million appropriation to the Community College Program
Fund, and $5 million in recurring funds for the Central Florida
Higher Education Consortium to be used as start-up funds for the
college's "Direct Connect" program with UCF. Dr. Shugart said that
his work on Governor Charlie Crist's transition team has concluded,
and that he has been invited to serve on a task force to align curriculum
between high schools and colleges so that students are better prepared
to go to college upon graduation. He also was invited by U.S. Secretary
of Education Margaret Spellings to serve on a university and college
cost containment task force leading to a national summit in May.
Consent Agenda - Approved under a consent
agenda were the following new business items: budget amendment request
for fiscal year 2006-07, capital outlay budget for fiscal year 2006-07,
additions, deletions or modifications of courses and programs, Valencia
Enterprises courses and fees, Human Resources agenda, submission
of grant proposals and property deletion.
Academic Regalia for Commencement
Valencia will pay for faculty, administrators and professional
staff regalia if ordered by March 9, 2007 . Orders
must be made in person at your campus Business Office. Payment for
regalia orders received after March 9 will be the direct responsibility
of the employee. If you ordered regalia last year, the Business
Office staff will have information that you must confirm is accurate.
If you did not order regalia last year, you will need to provide
the appropriate information, such as cap/gown size, degree level,
field of study, and the university from which you graduated. Campus

News from Procurement
Memberships & Miscellaneous - the P-card is an excellent
tool to pay for memberships, professional journals and other small
dollar expenses. The card is easy to use and reviewing your transactions
a breeze! You can even access your account information from your
home computer. If staff in your department doesn't already have
this nifty tool, please complete and forward your P-Card application
to Procurement at 4-42. The application can be found on our web-site:

Valencia Copy Centers Receive State of the Art Equipment
- Procurement Services has negotiated a new contract with IKON
that will provide brand new, state-of-the-art equipment to the copy
centers on East and West Campuses. The new equipment mainly consists
of Canon iR7105's Image Runners, which is one of the best high speed,
high volume, print machines in production. The Canon iR7105's are
equipped with all of the extras that will provide improved efficiency
and productivity. Implementation of this new equipment will also
define methods and new document related workflow processes that
will reduce or eliminate unnecessary steps and help migrate towards
an electronic system of job requests.
Faculty and staff are encouraged to utilize the copy centers to
the fullest extent possible. The time savings and high quality products
produced as a result of the new equipment, and most importantly,
the friendly, professional copy center staff, will make all of your
duplicating/printing needs a breeze to accomplish.
Installation of the new copy center equipment is scheduled to begin
the week of March 19, 2007, directly after spring break. Please

find out more about how your copy centers can make life easier for
you.
Last Call for Applications for Endowed Chairs
for Learning Leadership Program
Applications are now being accepted for the 2007-08 Endowed Chairs
for Learning Leadership Program. The program provides resources
to full-time teaching faculty for the advancement of instruction
and learning. This year the Valencia Foundation is offering 40
chairs, altogether totaling $130,400. The guidelines and application
package with complete program details can be found on the foundation's
website at or by calling Becky Gallup at extension
3218. Application packets must be received in College & Community
Relations by February 28 at 5:00 p.m.
Valencia Wellness,
a Healthy Move Forward
One of the new wellness initiatives at Valencia is the Weight Watchers
program on campus. There is a friendly competition between the East
and West campuses and at last count East had lost a total of 249.60
pounds and West had lost a total of 199.80.
Each term free exercise classes are offered to all administrators,
faculty and staff. They very per campus and even though they all
started in January for the spring term, you can jump in anytime

Identity Theft - As of April 2003, 11.8 million Americans
have been victims of identity theft. If you do not own a shredder
in your home and/or place of work, if you still carry your social
security card in your wallet, if you do not check merchant copies

Florida Retirement System (FRS) & the Deferred Retirement
Option Program (DROP) - This first workshop provides an in-depth
look at the FRS and DROP programs. Some of the topics will
include your options under each one as well as how your retirement
benefit is calculated and how your DROP money accumulates. Discussion
will include the benefits that Valencia allows retirees to continue

Achieving the Dream (AtD), Supplemental Learning
(SL) Update:
The Supplemental Learning Leadership Team is looking for excellent
students to be trained as Supplemental Learning Leaders. Many of
our best SL leaders have been recommended to us from instructors
and staff such as yourself. For the summer semester, we are offering
SL in MAT0012C, MAT0024C, MAT1033C, MAC1105, ENC1101, and POS2041.
We will need SL leaders for each class that is offering an SL component.
SL leaders participate in class, and they offer weekly "SL
sessions" for students enrolled in SL courses.

I was very moved by the outpouring of well wishes for my retirement.
The phone calls, emails, cards, gifts, submissions to my scrapbook,
and visits touched my heart. Then there was my Retirement Party.
A sincere thank you to my HR family who organized and contributed
to the party. I was overcome with gratitude for those of you who
took the time to attend. It was wonderful to see each of you. I
hope you had as much fun as I did! Thank you, everyone, so much
for everything. I miss Valencia . Now back to the 7 day weekend!
