Instructional Affairs Committee, 8:30 a.m., West Campus, 6-202
District Board of Trustees Meeting Summary
Valencia President Sanford Shugart recognized Dan Tarczynski and Michelle
Chandler of Schenkel Shultz Architects for their firm’s design
of Building 3 on the Osceola Campus, and welcomed Raymer Maguire III,
who joined the board following Dennis Freytes’ departure last
month.
Reports
Osceola Campus - Dr. Silvia Zapico, provost of the Osceola
Campus, gave a brief overview of Osceola Campus enrollment and services.
She said that 6,300 students attend the Osceola Campus each year,
with 40% of those of Hispanic descent. Accordingly, the Osceola Campus
has been designated a Hispanic-serving institution by the federal
government. Osceola Campus initiatives discussed were the campus Learning
Center, plans for online tutoring, the planned expansion of UCF degrees
offered to include business and psychology, and the VITA program.
Dr. Zapico introduced George Witta, professor of Accounting Technology,
who helps coordinate the VITA workshops that have been held on the
Osceola Campus for the last four years to provide free tax assistance
to low-income residents. Mr. Witta reported that in 2005, 18 volunteers
helped prepare 189 tax returns resulting in $194,334 in refunds for
local families. A representative from the Internal Revenue Service
presented Dr. Zapico, Mr. Witta and campus staff with a Community
Service Leadership Certificate of Appreciation in recognition of their
contribution to the community through the VITA program.
Osceola Student Government Association Report - Victor Rosado, Osceola
SGA president, gave the board a brief presentation on events held
the past year at Osceola Campus to raise awareness of the SGA.
Construction Report - Keith Houck, vice president, Administrative
Services, reported that replies to the RFQ for architectural services
for Module 10 on West Campus had been received, with a final selection
planned for July 2006. He also reported that Building 8 on East had
passed its final inspection and that punch list items were being completed
for the new Criminal Justice Institute. The president added that a
ribbon-cutting ceremony for CJI would take place in the near future.
Faculty Council Report - Tom Byrnes, Faculty Council president,
reviewed the progress of three ongoing initiatives: the student evaluation
redesign, Alternative Delivery Standards Committee, and work aimed
at improving the success of at-risk students.
Foundation Report - Bertica Cabrera-Morris, board trustee, informed
the board that the foundation’s year-end audit had been completed
with results to be shared later. Dr. Shugart said that total assets
of the foundation surpassed the $50-million-mark last week and congratulated
Geraldine Gallagher, Valencia Foundation president and chief executive
officer, for helping the foundation reach that milestone.
President’s Report - Dr. Shugart announced that the Lil’
Bean Company had been selected as the vendor of choice to provide
food services to the college. Regarding new campus development, he
shared the status of negotiations with CNL for the proposed land swap
of Kirkman Road frontage for a parcel in southeast Orlando, as well
as the purchase of 158 acres for the new southwest campus which will
close sometime in September or October.
New Business
Annual Operating Budget, Salary Plan and Unexpended Plant Budget
– FY 2006-2007 - Mr. Houck began his presentation by reviewing
design principles and priorities that applied to the budget’s
development. He said that the college anticipates $116,790,628 in
projected revenues for the 2006-2007 fiscal year. This includes revenues
generated by an 8.6% increase in state funds, a 2.5% tuition fee increase,
a projected increase of 3% in student enrollment, and a 50% increase
in other revenues due to investment gains and profit-generating ventures.
Annual
expenditures are expected to keep pace with revenues, with the college
anticipating a 30% increase in costs associated with the state retirement
plan and a projected 10% increase in health insurance costs. Switching
gears, Mr. Houck reviewed the highlights of an across-the-board salary
increase for faculty based on the adopted Faculty Compensation Plan
that includes an increase for full-time tenured and tenure-track faculty
in the 3-to-12% range, a 5% increase for temporary faculty, and a
3% increase for adjunct faculty. Salaries for full-time personnel
will also increase by 5% and compensation for part-time staff will
increase by 3%. Valencia’s Board of Trustees approved the annual
operating budget as presented.
Faculty Compensation Plan, Phase II - Having had key roles
in the development of the Faculty Compensation Plan, Dr. Shugart asked
Amy Bosley, speech professor, Michael Shugg, coordinator, Theater
Technology, and Maryke Lee, dean, East Campus Mathematics, to address
the board about Phase II of the plan which concerns the professional
development component. Following their review, the board affirmed
Phase I, and approved Phases II and III.
Acquisition of New Administrative Software - Dr. Shugart recommended
that the board approve the acquisition and implementation of new administrative
software, as the college transitions from Oracle software to Banner.
The software purchase represents a $3-million non-recurring expense.
Bill White, chief information officer, informed the board that Banner
is the leading provider of higher education software for 1,600 colleges
and universities nationwide. The board approved the expenditure.
Recommended Order Concerning Mr. Williams- The recommended order
and post-hearing exceptions in the case of Tim Williams were presented
to the board by Michael Mattimore, the attorney retained by the board
in this matter. Following Mr. Mattimore’s overview of past administrative
proceedings, the board voted to reject the objections presented by
the respondent (Mr. Williams) and to approve the recommended order
to terminate Mr. Williams’ employment.
Consent Agenda - Approved under a consent agenda were the prequalification
of contractors; a policy pertaining to financial information security;
delinquent account write-offs; the Florida Equity Act Report; Downtown
Center lease; Osceola Campus land lease; safety and security plan
implementation; a budget amendment request; a resolution certifying
the Valencia Foundation as a direct support organization; the 2005-2006
annual fire safety, casualty safety and sanitation inspection; additions,
deletions or modifications of courses and programs; Valencia Enterprises
courses and fees; Human Resources agenda; submission of grant proposals
and property deletion.
News From Procurement
Need to order a signature stamp? Rubber stamps are $8.80 each and
self-inker stamps are $13 each. To order a signature stamp, create
an Oracle requisition to Mark Master along with a PDF file with the
signature ordered. Send the PDF file via email to procurement@ valenciacc.edu.
Procurement will send the purchase order and file to Mark Master for
processing.
There are important changes in collegewide stationery and copy center
procedures that will become effective July 1. The cost of paper, like
everything else, has been increasing in price over the past several
years. A noticeable change was seen on the last copy paper bid that
is conducted every six months for competitive pricing. In addition
to higher paper costs, freight charges have been added to several
commodities because of gas prices, increasing the total shipment costs
by as much as 10%.
Because of escalating paper and additional freight costs, as well
as copier charges and overages, it is necessary to defray some of
these costs collegewide. Although the slight increase in costs to
the departments will not cover the rising expenses, it will help sustain
and provide continued collegewide copier maintenance and copier refresh
programs.
NCR paper, formerly ordered through the Printing Services Web site
on the collegewide stationery order form, will now be available through
the copy centers at a departmental charge of $4 per ream. This includes
2, 3, 4 & 5 part forms.
NCS & Scantron answer sheet forms can also be purchased at the
copy centers for a minimal charge of two cents per sheet. Packets
are sold in 10 or 500 (ream) increments.
Because additional charges will be accessed to departments, the cost
for reams of paper will be decreased by $1 per ream.
Note: NCR paper is NOT needed for Travel Authorizations, Certificates
of Absence or General Requisitions.
The following will be charged to department budgets under the general
ledger code 620040:
- One-sided black and white copies - $0.02 each
- Two-sided black and white copies - $0.035 each
- NCR paper; 2, 3, 4, 5 part - $4 per ream
- 20# color paper - $3 per ream
- 24#-60# paper - $4 per ream
- Ledger size paper (11x17) - $4 per ream
- 65#-90# paper (cardstock) - $7 per ream
- Student Evaluation Forms - $0.01 each
- NCS/Scantron Answer Sheets - $0.02 each
- Binding Services - $0.40 per binder for comb, vello or cloth
Color copying now available! Color copiers have been added to the
East, West and Osceola Copy Centers. The cost for color prints is
29 cents each. Machines will be operational the first week of July.
Operations Council Activity Report for 2005-2006
Valencia’s Operations Council (formerly the College Executive
Council) focuses on the operational systems of the college and provides
recommendations on broad-based college management topics. The council
examines student, employee, technology and facilities issues, such
as capital master planning, strategic technology support and budgeting/audit
operations. Specific committees that report to the council include
those that address career staff and professional staff issues, the
college calendar, admissions and records, commencement, reclassifications,
grants, Atlas and Banner systems, strategic equipment, and technology
and facility operations.
Substantive issues examined by the Operations Council during the 2005-2006
fiscal year included the following:
• The Sustainability Committee was formed to investigate facilities
and maintenance processes that would minimize long-term costs to the
college and enhance our relationship with the environment. Such processes
might provide energy savings and the use of more sustainable fuel
sources. This would be done in a manner which would support Valencia's
mission and benefit the college in ongoing operations, renovations
and new construction.
• The employee reclassification schedule, established by Human
Resources for employee position reviews at the college. From July
2006-March 2007 the professional and technical positions will be reviewed.
Career service positions will be reviewed from March 2007-March 2008.
Reclassification requests progress through the provosts and are reviewed
by the executive vice president of Academic Affairs.
• The concern of aging furniture resulted in establishing a
team to develop a furniture replacement process similar to Tech Refresh.
• A payroll alignment and distribution model was approved by
consensus and forwarded to Dr. Shugart. The model was prepared with
broad college input by a team consisting of representatives from each
employee group, as well as Payroll and Human Resources. It recommended
that as we complete the payroll alignment process, we continue with
the bi-weekly pay distribution, with annual salaries being divided
according to the number of work days in the year.
• The Florida Community College Risk Management Consortium (FCCRMC),
BlueCross BlueShield of Florida (BCBSF), and the member colleges have
collaboratively developed a long-term strategy to address rising health
care costs. FCCRMC is moving away from the existing PPO plan (BlueChoice),
replacing it with a new Blue Options PPO plan and a Health Reimbursement
Arrangement (HRA) plan. Human Resources is recommending that the college
maintain both the existing and the new PPO plans for one year, giving
employees a longer transition period to one of the new plans. In addition,
the college will hire a consultant to conduct a due diligence review
of Valencia's insurance programs. A consent recommendation that Valencia
maintain both the existing and the new PPO plans for one year with
the college picking up all the employee cost was forwarded to the
president.
Identity Theft: What You Can Do to Protect Your ID-As of
April 2003, 11.8 million Americans have been victims of identity
theft. If you do not own a shredder in your home or place of work;
if you still carry your social security card in your wallet; if
you do not check merchant copies of your debit/credit card receipts;
if you still use the mailbox red flag; then you will want to attend

Plans - Discover the aspects of Valencia's own Incentive Retirement

Home Fire Safety - This workshop is designed to help identify
and eliminate common household fire hazards. Some of the topics
that will be covered are preparation and training for household
fires and emergencies, using the EDITH program, identifying different

Service Matters-This highly interactive workshop is designed
to leave participants motivated and confident to use proven techniques
for providing superior customer service. Topics include positive

Great News About Travel Expenses
The 2006 Legislative session passed a bill that “revises per
diem, subsistence and mileage rates for purposes of reimbursement
of travel expenses of public officers, employees and authorized persons.”
The new rates go into effect for travel on or after July 1. The new
figures are $80 per diem or $6, $11 and $19, respectively, for breakfast,
lunch and dinner while traveling. The mileage reimbursement rate was
increased from 29 cents per mile to 44.5 cents per mile.
The bill also extends prohibition on per diem and subsistence reimbursement
for Class C travelers (in- or out-of-district, but not overnight)
until July 1, 2007.

occasion ever: Lori Bevel, Gloria Hines and Alma Telleria for orchestrating
the details; Sandy Shugart for singing his special rendition of "Bye,
Bye, Love"; Pat Nellis, Kathleen Perri, Gloria, Karen Lehmann
