District Board of Trustees Meeting Summary
Valencia President Sanford Shugart presented Amy Bosley, outgoing
Faculty Council president and speech professor, with a token of his
appreciation for her service to the college, commending her for the
quality of her work, her common sense, and her commitment to the integrity
of the process as well as the outcome. Ms. Bosley then introduced
the board to Tom Byrnes, incoming Faculty Council president, and Rose
Watson, president-elect.
Reports
Winter Park Campus - Ruth Prather, provost of the Winter Park
and East campuses, gave a brief overview of Winter Park Campus enrollment.
She said that 1,800 students attend the Winter Park Campus each term,
with half of those also taking courses at other campuses as well.
Dr. Prather introduced Michele McArdle, dean of the Winter Park Campus,
who explained to the board a mentoring program offered to students
at the Winter Park Campus. She also shared a three-minute video featuring
students discussing their experiences with LifeMap, Atlas and other
Valencia tools.
Winter Park Student Government Association Report - Amber Bieger,
outgoing Winter Park SGA president, gave the board a summary of events
held the past year at Winter Park Campus to raise awareness of the
SGA, including “meet and greets,” flyers and surveys,
special guest appearances, movie nights, open-mic nights and a mini-Matador
Day. Bieger said that Phillip McMican II, who was not in attendance,
would serve the SGA as its president in 2006/07.
Valencia Enterprises - Dr. Shugart introduced Joe Battista,
chief operating officer of Valencia Enterprises, to give a presentation
on Valencia Enterprises’ success. Mr. Battista reviewed the
organization’s structure, goals, services offered and the transition
V.E. has made since the Valencia Institute days from selling courses
to selling programs and business solutions, and from serving a regional
market to a national and international customer base. Mr. Battista
said that last week the National Society of Human Resource Management
(SHRM) Conference recognized Valencia Enterprises for achieving a
high level of enrollments in its SHRM courses. In fact, V.E. ranked
19th in the nation, ahead of the University of Phoenix and the only
community college that placed in the rankings. Dr. Shugart said that
the Enterprises’ revenue growth has been “phenomenal,”
doubling its revenues in a two-year period from $1.4 million in 2003/04
to a projected $2.8 million in 2005/06. Mr. Battista introduced Dawn
Azzarito, marketing manager, who unveiled the newly launched V.E.
Website.
Quarterly Financial Indicators and Construction - A summary
of the college’s financial picture was given by Keith Houck,
vice president, Administrative Services. Mr. Houck said that he expects
to end the year better than our original projected forecast, with
revenues near target and payroll expenses greatly reduced as a result
of efforts to control overtime and part-time expenditures and an abnormally
high number of position vacancies. As part of his report, Mr. Houck
noted that Valencia donates most of its obsolete and/or surplus items
to local charitable organizations, including 867 computers during
this fiscal year alone. Under construction, Mr. Houck reported that
an RFQ for architectural services is being advertised for Module 10
on West Campus, which will house science and allied health programs.
Faculty Association Report - Ms. Bosley reviewed the Faculty
Association’s efforts to finalize an Alternative Delivery Standards
Plan for distance learning, the Student Assessment of Instruction
instrument with full-scale implementation planned for the fall term,
the common course outline, and the reopening of the endowed chairs
program.
Foundation Report - The president gave the foundation report,
where he mentioned that the quiet phase of the capital campaign was
moving along with the hopes of exceeding the $20-million mark by the
end of the year. He also reminded the board of the Taste of Learning
event that will take place on October 14 of this year.
President’s Report - Dr. Shugart began his report with
enrollment projections for summer term, where he expects to see an
increase of 6% FTE. Dr. Joyce Romano, vice president, Student Affairs,
added that applications for fall were up 27% compared to this time
last year.
According to Dr. Shugart, the 2006 legislative session which adjourned
on May 6 resulted in the best year the college has ever had during
his tenure. On the capital side, Valencia will receive more than $25.3
million in PECO money to be used toward the proposed Valencia/UCF
joint-use building, the signature building on West Campus, and land
acquisition for the planned southwest campus. Valencia’s percentage
increase in operating funds was 5%, representing a revenues and fees
appropriation increase of over $5 million. The District Board of Trustees
received authorization to increase college credit program student
fees by 2.5%. Dr. Shugart introduced Dr. Bill Mullowney, college counsel,
who he congratulated for the tremendous work he did in Tallahassee
to insure favorable funding for Valencia. Dr. Mullowney gave the board
highlights of bills the legislature passed, including a bill that
adjusts the percentage of tuition and fees covered by the Bright Futures
Medallion Scholarship Program from 75% to 100% for community college
students; a bill waiving tuition for recipients of the Purple Heart;
a bill revising per diem, subsistence and mileage rates for purposes
of reimbursement of travel expenses, with a mileage reimbursement
rate increase from 29 cents per mile to 44.5 cents per mile; and a
bill creating a First Generation Matching Grant Program. For more

Dr. Shugart concluded his report by thanking those board members who
were able to attend commencement exercises on May 6. He said that
660 graduates showed up to walk in a ceremony that last two hours.
While acknowledging the role that many at the college play in the
success of this event, the president in particular praised Dr. Romano,
calling her the commencement “ringmaster,” for her leadership
and ability to delegate, and Dr. Fiona Baxter, director of College
and Community Relations, for her efforts to create a flawless event.
New Business
Recommended Order on Mr. Williams - The recommended order in
the case of Tim Williams was presented to the board by Dr. Mullowney
for information purposes only. Mr. Mullowney said that a 15-day exceptions
period will end on May 23. If no exceptions are presented, the board
will take up the recommendation as the final order at its next meeting
in June.
2006/07 Student Tuition and Fees - The board approved a recommendation
from the president for a 2.5% increase in tuition and fees for both
in-state and out-of-state students, as allowed in the recent legislative
session.
Consent Agenda - Approved under a consent agenda were the additions,
deletions or modifications of courses and programs, Valencia Institute
courses and fees, Human Resources agenda, submission of grant proposals
and property deletion.
Other Business
The board bid farewell to Dennis Freytes, who is retiring from the
board after seven years of service. Dr. Shugart presented Mr. Freytes
with a framed caricature rendered by Dean Scott, senior graphic designer,
Valencia Creative Design Studio.
Important Year-End Reminder from Financial Services
As we approach the end of the 2005/06 fiscal year, the Financial Services
department would like to assist you to best utilize your remaining
budget funds. While financial processes cannot stop because of fiscal
year end, there are some required cut-off dates that must be enforced
due to Florida Department of Education (DOE) requirements and audit
guidelines. In order to have a smooth transition between the closing
of the 2005/06 fiscal year, and the opening of the 2006/07 fiscal
year, it is important that we adhere to the following timeline:
Cash Receipts - All money received that should be credited
to the 2005/06 fiscal year must be turned into any Business Office
location by 12:30 p.m., Friday, June 30.
Vendor Invoices - Goods and services must be received by June
30 and invoices must be received by the Accounts Payable department
no later then July 7 for the expenditure to be charged to your 2005/06
budget. Please forward all invoices immediately to Accounts Payable,
mail code DTC-3, for processing. When ordering goods or services,
please allow sufficient time for goods and services to be received
and invoiced by June 30. This is especially critical for grants with
a June 30 closing date.
Budget Amendments - Submit completed budget amendment forms
to the Budget Office at mail code DTC-3. Please address related questions
to Pedro Rivera at extension 3350 or Sherri Dixon at extension 3306.
Purchase Orders - Financial Services recommends that you run
the Oracle VCC Encumbrance Detail Report for your department to determine
the status of all purchase orders showing an encumbered amount and
cancel any outstanding items not needed. Contact the Procurement Office,
extension 5532, should you have any questions in reference to general
operating fund 1 purchase orders and Sherri Dixon, extension 3306,
for grant-related purchase orders.
You may begin entering Oracle requisitions for fiscal year 2006/07
on Monday, July 3.
Petty Cash - The last day to request reimbursement from the
Business Office is Friday, June 23. Please do not accumulate numerous
petty cash receipts, since reimbursements are limited to $75 per day.
Petty cash processing for fiscal year 2006/07 will resume on Monday,
July 3.
Travel Reimbursement - Requests for travel reimbursement must
be received in Accounts Payable, mail code DTC-3, by Friday, June
23. Requests received after this date will be charged to the 2006/07
fiscal year budgets. Travel occurring June 26-30 will be handled on
an exception-only basis.
Personnel Pay Forms - Time sheets for part-time hourly and
student employees for hours worked the period of June 25-30 are due
in Payroll Services no later than Monday, July 3. Time sheets received
after this date will be charged to the 2006/07 fiscal year budgets.
Procurement Cards - Funds that have been encumbered for procurement
card expenditures will be released on June 29. The July 5 procurement
card download will include all transactions that have posted by June
30 and will be charged to your 2005/06 fiscal year budget. Procurement
card transactions not posted until July 1 will be charged to the 2006/07
budget year.

her Master's Degree in Corporate Communication and Technology from
Rollins College on Saturday, May 13.

fueled by revenge and tortured by her unrequited love for Mao

The MP3 Experiment - The MP3 Experiment was originally
produced at the Upright Citizens Brigade Theatre in New York in
December of 2004. The show, a production of Improv Everywhere,
was created and directed by Charlie Todd. Our version is presented
by the Department of Learning Technology and Alternative Delivery.

The Learning Center at Osceola Campus and the West Campus Tutoring
Center are in desperate need of tutors. Osceola Campus needs tutors
in ALL subject areas and the West Campus Tutoring Center is in
need of tutors for all subject areas except math. For additional

Time is Running Out to Apply for the Remaining 19
Foundation Endowed Chairs
The foundation is re-opening the application process for the remaining
19 chairs that were not awarded and which have a total value of
$42,390. The guidelines, application, and list of available chairs
